Richard Pena Raymond is the sitting State Representative for District 42 in the Texas Legislature, a district that includes all or part of Webb County.

Richard Peña Raymond worked for U.S. Senators Lloyd Bentsen and Paul Simon and for Texas Land Commissioner Garry Mauro before serving in the Texas House from 1993 to 1999. He was the Democratic nominee for Texas Land Commissioner, later returned to the House for District 42, and chairs the Defense & Veterans' Affairs Committee.
