Bluffton-Harrison MSD School Board

2 seats on the MSD Bluffton-Harrison's board are on this year's ballot, with 3 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About MSD Bluffton-Harrison

  • The district: the Metropolitan School District of Bluffton-Harrison serves Bluffton and Harrison Township in Wells County. It runs Bluffton-Harrison Elementary (pre-K through grade 4), Bluffton-Harrison Middle School (grades 5-8) and Bluffton High School [24, 25]. State enrollment counts rose from 1,632 students in 2018-19 to 1,782 in 2023-24, 1,813 in 2024-25 and 1,860 in 2025-26 [26]. Superintendent Brad Yates reported a K-12 average daily membership of 1,784.37 in August 2026 [27].
  • The board has five members: Julie Thompson (president), Mike Murray (vice president), Angie Sheets (secretary), Trent White and Tim Drayer [28, 29]. Three members are elected from Districts 1-3 and two at large, in staggered four-year terms [30, 31, 32, 33, 34].
  • Seats on the 2026 ballot: District 2 and one at-large seat, one member each, matching the state list [6]. The District 2 seat was won in 2022 by Bruce Holland [32]. He resigned in June 2024 after moving, and the board moved at-large member Angie Sheets, who lives in District 2, into the seat [35, 34]. Sheets is not on the 2026 ballot, so Mark Cobb is unopposed for the open seat [6]. The at-large seat is held by board president Julie Thompson, who is seeking a third term against Ryan Schisler [30, 32, 36, 6].
  • Earlier vacancies: Preston Kaehr, appointed to the other at-large seat in July 2024, won it in November 2024 and resigned in August 2025 [37, 33, 38]. Both Mark Cobb and Ryan Schisler applied for that vacancy and spoke to the board about their qualifications on Sept. 8, 2025. The board then appointed Tim Drayer to the seat through Dec. 31, 2028 [39].
  • Budget and SEA 1: the News-Banner reported on the district's plans after SB 1 (June 2025) and on expected further budget cuts in 2028 (April 2025) [40, 41]. In June 2026 the board chose Veregy for a guaranteed energy savings contract for solar power, and on Aug. 17, 2026 it unanimously approved the project's final scope for the middle and high schools [42, 27]. The News-Banner reported that the project should lower utility costs and help the district recover some of the operating money it lost to property-tax changes [43].
  • Safety referendum: in November 2023, voters rejected a district school safety tax levy, 58% to 42%, a margin of 107 votes. It would have paid for two school resource officers and a mental health therapist; the district's three schools shared one officer at the time [25].
  • Staff pay: the board approved a teacher contract in October 2025. In July 2026 the News-Banner reported that one-time stipends would be paid in August: $750 for eligible teachers and other certified staff and $250 for eligible non-certified staff [44, 45].
  • Facilities and academics: in August 2026 the superintendent reported that high school paving and high school HVAC work were essentially finished and that the district was awaiting a cost estimate for structural repairs under the pool deck [27]. In 2025, 87.7% of the district's third graders passed IREAD [46]. In January 2026 the board discussed a prospective new accountability model [47]. In April 2026 Thompson reported that the board had been named an Indiana School Boards Association Level 1 Commendable Board for 2025 [48].
  • Forums: the News-Banner announced a candidate forum for some contested Wells County races on Monday, Oct. 5, 2026, and published a profile of the at-large race on Oct. 6 [49, 36]. Both articles are for subscribers only, and this guide could not read the candidates' statements in them.
