2026 General Election · Tuesday, November 3, 2026

Delaware Yorktown School Board

3 seats on the Yorktown Community Schools's board are on this year's ballot, with 7 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Yorktown Community Schools

  • The district: Yorktown Community Schools serves the Town of Yorktown and surrounding Mount Pleasant Township in Delaware County, west of Muncie, with four schools: Pleasant View Elementary (K-2), Yorktown Elementary (3-5), Yorktown Middle School (6-8) and Yorktown High School (9-12) [24]. Ballotpedia reports 2,767 students in the 2023-24 school year [25]. Dr. Greg Hinshaw is superintendent [26].
  • The board has five members serving four-year terms [25]. Members are Ryan Kelly (president), Vici Gasaway (vice president), Jason Brooks (secretary), Ashley Gillespie and Tom Simpson [26]. Because the district covers Mount Pleasant Township, all seats are listed on the ballot as Mt. Pleasant Township seats; Brooks and Gillespie were candidates for the two seats on the 2024 ballot [27].
  • Seats on the 2026 ballot: Three seats are on the ballot, and voters may choose up to three, as both the state list and Ballotpedia show [6, 27]. In 2022 the three at-large seats were held by Ryan Kelly, Pat LaVelle and Tom Simpson, all of whom filed to run again [28]. Of the members whose seats were not on the 2024 ballot, Kelly is running again; Gasaway and Simpson are not on the 2026 candidate list [26, 6].
  • Party labels: under the 2025 law that lets school board candidates list a party, two candidates here are listed as Republicans, three as Independents and two as Nonpartisan [6, 27].
  • Budget and SEA 1 (2026): the district says SEA 1, the 2025 property-tax law, 'will reduce the funds available to schools over the next several years' for transportation, maintenance, non-certified staff and utilities, and that it staggered school start times for 2026-27 so drivers can run multiple routes and the bus fleet can shrink over time [29].
  • 2027 budget: the board held a hearing Sept. 29, 2026 on the proposed 2027 budget, capital projects plan and bus replacement plan, with adoption set for Oct. 20, 2026 [30, 31]. The published notice lists budget estimates totaling about $37.6 million, including $23 million for the education fund and $10.1 million for operations, and an estimated property tax cap credit of about $1.68 million [31].
  • Teachers (2026): the board scheduled a Sept. 16, 2026 public meeting on a tentative 2026-27 contract with the Yorktown Teachers Association; the posted draft sets a minimum annual teacher salary of $55,000 [32, 33]. The superintendent said in June 2026 that the district was fully staffed for 2026-27 [34].
  • Enrollment and transfers: the district accepts transfer students on a space-available basis, with a lottery deadline of May 8, 2026 for grades 1–12 and possible closure of enrollment because of capacity [35].
  • Facilities: Hinshaw said in August 2026 that recent floods heavily damaged some middle school athletic fields and put water in the basements of two buildings [36].
