2026 General Election · Tuesday, November 3, 2026

Elkhart Concord School Board

One seat on the Concord Community Schools's board is on this year's ballot, with 3 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Concord Community Schools

  • Concord Community Schools is in Elkhart, Indiana. It has seven schools: Concord High School, Concord Junior High, Concord Intermediate and four elementary schools (East Side, Ox Bow, South Side and West Side). The superintendent is Dan Funston [24].
  • Federal (NCES) data show 5,212 students enrolled in 2024-25, down from 5,288 in 2023-24 and 5,348 in 2022-23 [25].
  • The board has five members. Each is elected to a four-year term and must live within the school corporation's boundaries. Current members: Jennifer Davis (president, term 2022-2026), Tim Yoder (vice president, 2025-2028), Tara Towner (secretary, 2022-2026), Mike Malooley (2022-2026) and Tim Koontz (2025-2028) [26].
  • How seats are elected: in 2022 three seats were filled from one pool of candidates, with no more than one member allowed from District 2; District 1 had two seats by default [27]. Yoder and Koontz hold terms running 2025-2028 [26].
  • Seats on the 2026 ballot: the state's Who's on My Ballot lookup lists 'Elkhart Concord School Board, District 1' with one seat to be elected [28]. Davis, Towner and Malooley, all incumbents, are the three candidates on the state list [6], so the race is contested: three incumbents for one seat. The board roster shows all three with terms ending in 2026 [26]; no source found explains why only one seat is on the ballot.
  • The 2022 race: the county clerk's election-night count put Davis, Towner and Stacy McDowell (District 2) in the top three, but the school corporation then said the voting machine program could not exclude certain improper votes, and the county election board met on the Concord ballots [27, 29]. Malooley, who trailed on the first count, was ultimately elected and took office in January 2023 [30].
  • Operating referendum: in a Nov. 2, 2021 special election, voters narrowly rejected renewing Concord's operating referendum, 1,514 (51.29%) to 1,438 (48.71%). The renewal would have cut the rate from 40.5 to 32 cents per $100 of assessed value. Funston said referendum money made up 10% of the overall budget [31]. No later Concord referendum was found.
  • Facilities: in February 2025 the district was preparing to begin parts of a nearly $100 million renovation plan covering Ox Bow and South Side elementary schools, Jake Field, McCuen Gym and parts of the high school. Funston said the first bonds, sold in late 2024, let the district finance the work while keeping its debt rate at $.785 per $100 of assessed value; the South Side project was estimated at $16 million and Ox Bow at $11 million [32].
  • No reporting was found on how the 2025 property-tax law (SEA 1) affects Concord's budget.
  • No 2026 Concord candidate forum, questionnaire or news coverage of the race was found. Statements below come from the candidates' district board biographies and 2022 election coverage.
