Henry South Henry School Board

2 seats on the South Henry School Corp's board are on this year's ballot, with 4 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About South Henry School Corp

  • The South Henry School Corporation serves southern Henry County. It was formed in 1963 from schools in Dudley, Franklin and Spiceland townships [24]. Its office is in Lewisville, and it runs two schools, Tri Elementary and Tri Junior-Senior High, with all students from PreK through grade 12 on one campus [25]. The district says about one-third of its students come from outside the district [25]. Tri Junior-Senior High, in Straughn, serves Spiceland, Straughn, Lewisville, New Lisbon and Dunreith and enrolled 458 students in 2024–25, according to federal data cited by Wikipedia [26]. This guide did not find a current districtwide enrollment figure.
  • Superintendent: Sarah Lynch was superintendent through spring 2026 [27, 28]. On June 22, 2026 the board voted 4-0 to approve a superintendent contract for Chris Stilwell, and he attended board meetings as superintendent from July 2026 [29, 30]. The district's staff directory lists Stilwell as superintendent [31].
  • The board has seven members: President Beth Carr, Vice President Jonathan Willmore, Secretary Lisa Thompson, Randy Paul, Casey Carmichael, Debbie Hicks and Misty Jones [32, 27]. County election records show the seats are one at large, two for Dudley Township, two for Franklin Township and two for Spiceland Township (one of them a holdover seat) [33, 34]. Hayworth-Jones, Thompson, Carr and Carmichael won the Franklin and Spiceland seats in 2024 and are not on this ballot [34].
  • At-large seat: Randy Paul won it in 2022, defeating Jeremiah Cummings 653 votes to 579 [33]. Paul is not on the 2026 candidate list, so the seat is open. The candidates are Cummings (listed as Republican) and Jason Marshall (no party) [35, 6].
  • Dudley Township seats: in 2022 the Dudley Township race was 'Vote For 2,' and Debra Hicks (1,116 votes) and Jonathan Willmore (716) were the only two candidates [33, 36]. Both of those terms end this year. The 2026 county list names two Dudley candidates, Arther W. Claar and incumbent Debra Hicks, and Willmore is not on it [35]. The state list labels the race 'Dudley 2' with 'vote for 1' [6]. The 2022 setup suggests both Dudley seats are on the ballot, in which case both candidates would be elected. This guide did not find a 2026 sample ballot to confirm the number of seats.
  • Budget and property taxes (2025–2026): at the Sept. 9, 2025 meeting the board approved three resolutions for Budget Year 2025 moving $475,000 from the Education Fund to the Operations Fund, $400,000 from the Education Fund to the Rainy Day Fund and $400,000 from the Rainy Day Fund to the Operations Fund [37]. The district's 2027 budget notice lists a $11,314,743 total budget, with $6,268,557 for Education, $3,456,035 for Operations and $1,540,151 for Debt Service, plus a property tax cap credit estimate of $101,900. The notice set a public hearing for Sept. 22, 2026 and adoption for Oct. 13, 2026 [38].
  • Facilities (2025–2026): in September 2025 the board approved using 2025 general obligation bond money for a wheelchair bus, a $44,637 truck and $27,745 in elementary office HVAC work [37]. A Feb. 26, 2026 work session also listed a bus barn, cafeteria HVAC and high school gym air conditioning under the 2025 bond, and a 2026 HELP loan for an activity bus and a 72-passenger bus [39]. On April 23, 2026 the board approved buying classroom furniture with 2025 bond money [28].
  • Out-of-district students (2026): on March 10, 2026 the board set Feb. 1, 2027 as the date for accepting out-of-district transfer students for 2026–27 [40]. On June 9, 2026 it approved the number of transfer students each building and grade will take for 2026–27 [41].
  • Policies (2026): on June 9, 2026 the board approved a large set of policy updates on second reading, including policies on personal communication devices and mandatory curriculum [41]. At the same meeting, a representative of Grace Baptist Church in New Castle presented a proposed policy to allow release time for Bible instruction. The minutes record no board action on it [41].
  • School safety (2026): in June 2026 the board approved contracts for school resource officers Brent Grider and Ric McCorkle and an agreement with the Middletown Police Department [41].
  • Academics: in September 2025 the high school principal told the board about the school's partnership with Indiana Online and ILEARN training for staff [37].
