Lebanon School Board

2 seats on the Lebanon school corporation's board are on this year's ballot, with 3 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About the Lebanon corporation

  • Lebanon Community School Corporation serves Lebanon and surrounding parts of Boone County, including Whitestown, with a preschool, four elementary schools, Lebanon Middle School and Lebanon High School [24, 25]. Jon Milleman has been superintendent since 2019 [26]. Enrollment was about 3,693 students on Sept. 11, 2026, about 40 below the district's forecast [25].
  • The board of school trustees has five members elected by all voters in the district to four-year terms; members must live in set areas: one each from Center, Perry and Worth townships and two at large [27]. Current members are Jordan Clouser (president), Trey Hendrix (vice president), Brett Havlin (secretary), Craig Parks and Lisa Hutcheson [27].
  • Seats on the 2026 ballot: two seats, each 'vote for 1' on the state list: one at-large seat and the Worth Township seat [28, 6]. The at-large seat is held by Lisa Hutcheson, who won it in 2018 and was unopposed in 2022; she is not on the 2026 ballot, so the seat will have a new member [29, 30, 28]. In 2022 no candidate filed for the Worth Township seat [30]. Board president Jordan Clouser is the only candidate for the Worth Township seat in 2026 [28, 6, 27]. The other at-large seat (Craig Parks) and the Center (Trey Hendrix) and Perry (Brett Havlin) township seats were filled in 2024 [31].
  • Party labels: this is the first year Indiana school board candidates could declare a party when filing [32]. The county list shows Haley (Hendrix) Shirley and Jordan Clouser as Republicans and Chessany M. Edmonds with no party; the state lists Edmonds as Nonpartisan [28, 6].
  • Budget and property taxes (2026): at a Sept. 15, 2026 budget hearing the board heard a parcel-level analysis of two options for 2027, one raising the operations fund and lowering the operating referendum rate and one doing the opposite; the consultant said the choice shifts tax burden between Lebanon and Whitestown taxpayers, and described how the 2025 property-tax law SEA 1 will limit growth in taxable value through 2031 [33]. Staff estimated the combined rate at about 91 cents under one model and 97 cents under the other, and no decision had been made as of Sept. 17 [25]. Adoption of the 2027 budget was on the Oct. 13, 2026 agenda [34].
  • Referendums: voters approved an operating referendum in May 2022 at a rate of 15 cents; because taxable value has grown, the rate is 9 cents in 2026 [33]. The superintendent says it pays for school police, class sizes, the preschool, and art, music and PE teachers at every elementary school [33]. It expires in 2030, and district projections show a $5.4 million deficit starting in 2031 without a renewal or other revenue [25]. A 2022 capital referendum paid for a new elementary school, elementary renovations, a transportation center and a connector road [33].
  • Growth and facilities: the district redrew elementary attendance lines after Perry-Worth Elementary reached about 96% capacity in May 2025; Clouser said the change caused problems for some families but added about 20% elementary capacity [25]. At a Sept. 17, 2026 joint session with the Lebanon and Whitestown councils, Clouser said forming a separate Whitestown school corporation would require state legislation and is not financially feasible, estimating $200–$250 million or more for a new K-12 system [25]. The board held a hearing on a 2027 general obligation bond project on Aug. 18, 2026, and the superintendent said the district will address athletic facility needs such as the six-lane track and original football bleachers [35, 33].
  • Other business before the board in fall 2026: a tentative teacher contract (public meeting Oct. 13), a request to the state for a virtual school starting in 2027-28, a presentation on state A-F accountability grades, and a shortage of about four bus drivers each morning [34, 25].
