2026 General Election · Tuesday, November 3, 2026

Metropolitan School Board

One seat on the MSD of New Durham Township's board is on this year's ballot, with 2 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About MSD of New Durham Township

  • The Metropolitan School District (MSD) of New Durham Township runs Westville Schools in Westville, LaPorte County [24]. Westville Middle/High School serves grades 7-12 and had 427 students in 2023-24, according to Wikipedia; a district-wide enrollment figure was not found [25]. Superintendent: Brian Ton [24, 26].
  • The board is an elected five-member Board of School Trustees serving four-year terms, with three or two seats up every two years, according to the district [27]. Current members listed by the district: Mark Parkman (president), Karen Jedrysek (vice president), Lynn Wilson (secretary), Phil Burdine (deputy secretary) and Wayne Hodge (member) [27]. In January 2026 the board moved its regular meetings to the third Wednesday of each month at 6 p.m. [28].
  • Past elections: in 2020 and 2024 the county ballot carried one district-wide at-large race electing two members (Karen Jedrysek alone in 2020; Philip Burdine and Karen Jedrysek, the only two candidates, in 2024) [29, 30]. In 2022 the only MSD race on ballots in the New Durham 01, New Durham 02 and Westville precincts was 'Metropolitan Sch Dist - New Durham At Lg', vote for one, between Wayne R. Hodge and Mark Parkman; Parkman led in all three precinct reports reviewed [31, 32, 33].
  • Seat on the 2026 ballot: 'Metropolitan School Board of New Durham' (Mark D. Parkman vs. Wayne R. Hodge), vote for one [6]. Parkman and Hodge both sit on the current board, so the race is between two sitting members [27, 6].
  • Two other state-list offices, 'Metropolitan School Board, Northeast' and 'Northwest', belong to the MSD of Wabash County, not New Durham; they appear on Wabash County ballots and each has one unopposed candidate [6].
  • Party labels: Parkman and Hodge are listed as Nonpartisan on the state list; 2026 is the first year Indiana school board candidates could list a party [6].
  • Building project and bonds (July–Oct. 2026): the board held a first preliminary determination hearing for a building project on July 22, 2026, when a resident asked about the nature of the projects; on July 28 it adopted the project, preliminary determination and reimbursement resolutions [34, 35]. The district's school building corporation and board scheduled Oct. 14, 2026 votes on a seventh amendment to the corporation's lease and on the issuance of bonds [36, 37]. The posted documents do not give the project's cost or scope.
  • Budget: a public hearing on the 2027 budget, capital projects plan and bus replacement plan was set for Sept. 30, 2026, with adoption of the 2027 budget on the Oct. 14, 2026 agenda [38, 37]. The district is not among those that filed for a November 2026 property tax referendum [39].
  • Other 2025-26 board business: a 2025-2027 tentative agreement and master contract with the Westville Teachers Association (October–November 2025) [40, 41]; the student transfer policy and capacity for 2026-27 (April 2026) [42]; the superintendent's January 2026 briefing on state legislation including bell-to-bell student cell phone limits [26]; regular updates on the district's solar installation [34]; and an Oct. 14, 2026 resolution on employee pay for emergency school closures in August 2026 [37].
  • No candidate forum, questionnaire or news coverage of this race was found, and neither candidate has a campaign committee on LaPorte County's 2026 campaign finance report list [43]. Board agendas and minutes are posted on the district site [44].
