MSD School Board

3 seats on the MSD school corporation's board are on this year's ballot, with 6 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About the MSD corporation

  • Confirmed: the township names match the Metropolitan School District of Warren County, which state election results list as 'Msd Of Warren County' for the Liberty & Pine, Pike & Jordan and Steuben & Kent seats [24]. The district is based in Williamsport and runs Pine Village Elementary, Warren Central Elementary, Williamsport Elementary and Seeger Memorial Junior-Senior High School in West Lebanon [25, 26]. Federal data list 1,332 students in 2024-25 [27].
  • Superintendent: the district's posted administrative contracts show a superintendent contract running through June 30, 2028 at $126,000 a year but do not give a name [28]. Wikipedia lists Ralph Shrader as superintendent; this guide did not find a current district page confirming it [26].
  • The district website lists five board members: Dr. Gary Greenwood (president, member since July 1998), Dan Duchemin (vice president, since August 2015), Dr. Brooke Max (secretary, since January 2019), Shawn Allison (since December 2021) and Sharon Grady (since January 2013) [29]. Each seat is tied to a group of townships; Duchemin (Adams & Warren Twps) and Grady (Washington Twp) were last elected in 2024 [30, 31].
  • Seats on the 2026 ballot: three seats, one member each, matching the state list's 'vote for 1' [6, 32, 24]. Liberty & Pine Twps: incumbent Brooke Max is running against Mark DeGolyer. Pike & Jordan Twps: incumbent Gary D. Greenwood is running against Caleb Austin Winger. Steuben & Kent Twps: incumbent Shawn Allison is not on the 2026 list, so the seat is open between Kaitlin (Pence) Nigh and Timothy Fowler [29, 24, 6].
  • Party labels: five of the six candidates are listed as Republicans; Greenwood is listed as Nonpartisan [6]. In 2018 and 2022 all three of these seats were won by single, unopposed candidates on nonpartisan ballots [32, 24].
  • Building project and possible petition: on Sept. 9, 2026 the board made a preliminary determination to issue bonds and enter lease agreements for renovations and improvements to facilities throughout the district, plus buses, equipment and technology, with an estimated principal of $65 million, a maximum annual lease rental of $5 million over up to 26 years, and estimated interest of $43,952,816 [33]. The notice estimates the debt service tax rate would rise from $0.4818 to about $0.6930 from 2030, a net increase of $0.2112 [33]. Under state law, if a valid petition is filed within 30 days of the notice's first publication, the project must go to voters in a local public question [33]. The two required hearings were on the Aug. 10 and Sept. 9 agendas, and the board held a July work-session discussion with Ice Miller, Baker Tilly and Lancer Associates [34, 35, 36].
  • Budget and staffing: the board's 2026 agendas included a bond refunding discussion in February, a staffing and budget review in June, a review of staffing and projected enrollment in August, and a hearing on the 2027 budget, capital projects plan and bus replacement plan on Sept. 9, with adoption set for Oct. 7 [37, 38, 34, 35, 39]. The Oct. 7 agenda also sought authorization to apply for additional appropriations for the Education Fund and possibly the Operations Fund [39]. This guide found no reporting on how the 2025 property-tax law (SEA 1) affects the district or on any operating referendum.
  • Records and forums: the district posts agendas and keeps meeting videos online for 90 days; older agendas and minutes are available on request [29, 39]. This guide found no 2026 candidate forum, questionnaire, candidate website or news coverage of the candidates' views.
