Nineveh, Hensley, Jackson School Board

2 seats on the Nineveh, Hensley, Jackson school corporation's board are on this year's ballot, with 3 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About the Nineveh, Hensley, Jackson corporation

  • The district: the Nineveh-Hensley-Jackson United School Corporation runs Indian Creek Schools, four schools on one campus in Trafalgar [24]. Superintendent Matt Prusiecki told the board in August 2026 that enrollment was over 2,100 students [25]. Prusiecki is superintendent [26]; in February 2026 the board voted 5-0 to amend his contract to provide additional compensation [27].
  • Board and elections: the board has five members [26, 28]. Seats are tied to the three townships named in the corporation's name, plus at-large seats; the state list shows the 2026 races as a Jackson Township seat (Johnson and Morgan counties) and a Hensley Township seat (Johnson County), each vote for 1 [6]. This guide did not find the district's governing-body plan, so it could not confirm who may vote in each township race.
  • Current board (2026): Amy Woodrum (president), Brian Young (vice president), Cathy Cook (secretary), Ed Harvey and Kelly Neal [26, 28]. The board meets at 7 p.m. on the second Tuesday of each month at Indian Creek Middle School [26].
  • Seats on the 2026 ballot: Judy Misiniec and Amy Woodrum were sworn in as newly elected members in January 2023, so their terms end this year [29]. After Misiniec died, the district advertised the vacancy in December 2025 and required applicants to have lived in Hensley Township for 2025 [30, 31]. Kelly Neal was sworn in as the appointed member on Jan. 13, 2026 [28]. That makes Neal the Hensley Township member; by elimination, Woodrum holds the Jackson Township seat. Neither Neal nor Woodrum is on the 2026 list, so both seats will go to new members [6].
  • Facilities and bonds (2025-2026): at an April 2025 hearing, Prusiecki described a $16.5 million project covering classroom additions at Indian Creek Intermediate School; roofing, HVAC and other deferred maintenance; building or renovating the administration office; and buses, equipment and technology [32]. The board voted 5-0 in May 2025 to issue bonds and enter a lease for the projects, and approved the lease in August 2025 [33, 34]. In April 2026 it awarded bids for the intermediate school renovation and the administration building [35].
  • Budget (2026): in July 2026 the board approved a 'Homestead Credit Waiver Transfers' resolution moving up to $288,326.69 from the Debt Service Fund to the Operations Fund. It also approved moving $1 million from the Education Fund to the Operations Fund for July to December 2026 [36]. The board renewed a contract with Policy Analytics, which the business manager said analyzes the district's tax base, circuit-breaker changes and cash flow [36]. No one spoke at the Sept. 8, 2026 public hearing on the 2027 budget, which was set for a vote in October [37].
  • Staff policy (2026): in September 2026 the board approved changes to the classified-staff handbook. They cover retirement leave days and paid and unpaid leave, and make employees who work under 29 hours ineligible for benefits [37]. Prusiecki reported that month that enrollment was up and all staff positions were filled [37].
  • Administrative reassignments (June 2026): a proposed 'Administrative Reassignments' item was removed from the June 9, 2026 agenda. Five residents, including candidate Tessa Key, spoke about it during public comment [38]. The minutes do not say what the reassignments were or what speakers said.
