2026 General Election · Tuesday, November 3, 2026

North Putnam School Board

3 seats on the North Putnam Community Schools's board are on this year's ballot, with 4 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About North Putnam Community Schools

  • The district: North Putnam Community School Corporation, with its central office in Bainbridge, serves northern Putnam County through four schools: Bainbridge Elementary, Roachdale Elementary, North Putnam Middle School and North Putnam High School [24, 25]. Federal data list 1,370 students in the 2024-25 school year [25]. Dr. Dustin LeMay is superintendent and Dr. Rodney Simpson is assistant superintendent [24].
  • The board has seven members elected to four-year terms: six are elected from their township of residence (Clinton, Floyd, Franklin, Jackson, Monroe and Russell) and one at large [26]. Only the Clinton, Floyd and Jackson township seats are on the 2026 ballot, one seat each, matching the state list's 'vote for 1' [26, 27, 6].
  • Current members, per the district: Joanie Knapp (president, Jackson), Nathan Scott (vice president, Franklin), Zac Williams (secretary, Russell), Randy Bee (Monroe), Maria Brewer (Clinton), Ron Spencer (Floyd) and Travis Lambermont (at large) [26].
  • Clinton Township: Maria Brewer, appointed by the board on April 16, 2026 by a 4–1 vote (Nathan Scott voting no) to fill a vacancy created by a resignation, for a term ending Dec. 31, 2026, is the only candidate [28, 27]. David McCollough won the Clinton seat in 2022 and was still listed as a member in the March 2026 minutes [29, 30].
  • Floyd Township: incumbent Ron Spencer, who won a third term in 2022 by 18 votes, did not file; Scott Miller is the only candidate, so the seat will change hands [29, 27, 26].
  • Jackson Township: incumbent and board president Joanie Knapp faces Roger H. Busch II, a rematch of 2022, when Knapp won 1,379–1,155 [29, 27].
  • Board turnover in 2026: the board accepted Heather Lawson's resignation in January 2026 and appointed Randy Bee to the Monroe Township seat on Feb. 12, 2026 by a 3–1 vote; Travis Lambermont joined as a new member in January 2026 [31, 32].
  • Party labels: 2026 is the first year Indiana school board candidates could list a party on the ballot; Maria Brewer filed as a Republican and the other three candidates did not list a party [27, 6].
  • Facilities (2025–2027): the district is carrying out a roughly $34 million renovation program, including HVAC replacement, pool ventilation, paving and parking, a new fieldhouse and athletic field upgrades, with full completion scheduled for summer 2027; LeMay said in March 2025 the project would not increase tax rates [33]. In 2023 the district's financial adviser told the board that falling debt payments would let the district take on the project while keeping its tax rate steady [34].
  • Budget (2026): the board approved advertising its 2027 budget, capital projects plan and bus replacement plan in August 2026, with a public hearing set for Sept. 17 and adoption scheduled for Oct. 15, 2026 [35, 36]. In January 2026 the business manager reported $110,000 in interest earned on certificates of deposit [31].
  • Academics (January 2026): the board voted 5–0 to adopt Indiana's new diploma early, with the new track optional for 2026-27 and 2027-28 and requiring parent consent; LeMay reported a 98.97% graduation rate for the Class of 2025 [31].
  • Preschool (March 2026): the board approved a new full-day, tuition-based community preschool program, which LeMay said would not be state-funded; proposed rates were $135 per week for families and $125 for staff [30].
  • Cell phones and safety (2026): in July 2026 the board adopted updated Chapter 6 policies for Indiana's new 'bell-to-bell' cell phone law, and the 2026-27 high school handbook requires phones to be powered off in lockers all day [37, 38]. The September 2026 agenda included a school resource officer agreement with the Town of Bainbridge [39].
  • Board pay (January 2026): members discussed whether to raise the $2,000 annual board salary, and Lambermont raised meeting attendance; the board kept the salary at $2,000 [31].
  • Superintendent turnover: Carrie Milner served as interim superintendent in fall 2023 after the administration of Nicole Allee, and LeMay has led the district since at least January 2024 [34, 40].
  • Forums: no 2026 candidate forum or questionnaire for North Putnam was found. In 2022 the Banner Graphic published candidate-written biographies [41].
