Ohio County School Board

2 seats on the Rising Sun-Ohio Co Com's board are on this year's ballot, with 2 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Rising Sun-Ohio Co Com

  • The office on the ballot, 'Ohio County Community School Board', is the board of the Rising Sun-Ohio County Community School Corporation, which runs Rising Sun High School, Rising Sun Middle School and Ohio County Elementary School in Rising Sun; Rising Sun High School is the only high school in Ohio County [6, 24, 25]. State enrollment counts were 854 students in 2023-24, 831 in 2024-25 and 801 in 2025-26 [26].
  • Superintendent: Dr. Branden Roeder [24, 27].
  • The board has five members: Corey Potts, Renee Cole, Connie Smith, Gary Kinnett and Andrea Kirkpatrick [28, 27]. In January 2026 the board kept its 2025 officers: Potts as president, Cole as vice president and Smith as secretary [27]. (The district's board page lists Kinnett, not Cole, as vice president [28].) Regular meetings are held on the second Tuesday of each month [27].
  • How seats are elected: Ohio County's official 2022 general-election results list 'Ohio County Community School Board Member District 4 - Vote for Two (2) Only'; Connie L. Smith was the only candidate and received 1,240 votes [29]. Gary Kinnett was already serving on the board in November 2022 and has served since [30, 31]. This guide did not find the district's board organization plan or a 2026 sample ballot.
  • Seats on the 2026 ballot: the state list shows one District 4 race filling two seats, with two candidates, Connie Lou (Williams) Smith and Gary E Kinnett, both Nonpartisan [6]. Both are current board members [28, 27]. As in 2022, when District 4 also elected two members, the race is uncontested in effect [29, 6].
  • Budget: after a public hearing with no public comments on Sept. 23, 2025, the board approved the 2026 budget, a 2026 capital projects plan and a 2026 bus replacement plan on Oct. 14, 2025 [32, 33]. In June 2026 it set a Sept. 15, 2026 public hearing and Sept. 29, 2026 adoption date for the 2027 budget [34]. This guide found no reporting on how the 2025 property-tax law SEA 1 affects the corporation, and no referendum.
  • Building projects and borrowing: on Aug. 19, 2025 the board held a public hearing on general obligation (GO) bonds, heard no comments, and approved the bonds; the superintendent updated the board on a construction project and the gym floor at the same meeting [35]. In April 2026 he described upcoming projects including a high school cafeteria HVAC project and replacing cafeteria refrigerators and freezers [36].
  • Staff pay: the 2025-26 teacher agreement, heard on Oct. 28, 2025 and approved Nov. 4, 2025, included a $700 raise, a $500 stipend and a $300 raise for teachers with the Early Literacy Endorsement [37, 38]. The board also approved a 1% raise and $250 stipend for qualifying classified staff, with all stipends paid from the Rainy Day Fund, and agreed to cover half (2.5%) of a 5% health insurance premium increase [38].
  • Administration: in April 2026 the board approved an administrative restructuring (a new high school principal, an assistant principal who is also corporation athletic director, and a dean of students) that minutes say would save about $100,000 a year [36].
  • Other decisions: in January 2026 the board approved a new Southeastern Career Center operating agreement and the addition of Madison Consolidated Schools as a member [27]; in May 2026 it raised preschool and daycare fees to $30 a day for 2026-27 ($35 for children from outside the corporation) [39]. In December 2025 the superintendent briefed the board on the state's new accountability model [40].
