2026 General Election · Tuesday, November 3, 2026

Salem School Board

4 seats on the Salem Community Schools's board are on this year's ballot, with 5 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Salem Community Schools

  • Salem Community Schools is in Washington County. It serves Gibson, Jefferson, Monroe and Washington townships, and its schools share a campus on the northwest edge of Salem [24]. Its schools are Bradie Shrum Elementary, Salem Middle School and Salem High School [25]. State counts show 1,655 students in 2023-24, 1,592 in 2024-25 and 1,551 in 2025-26 [26].
  • Leadership: Luke Dean, a 2001 Salem High School graduate and former teacher, coach and administrator, is superintendent [27]. Dr. Terry Goodin served as interim superintendent from July 1, 2025 [28]. May and June 2026 minutes still list Goodin as interim superintendent and Dean as associate superintendent, and the July 13, 2026 minutes list Dean as superintendent [29, 30, 31]. The board hired Dr. April Holder as assistant superintendent on June 8, 2026 [30, 32].
  • The board has seven members serving four-year terms; three seats are filled in one election and the other four two years later [25]. In 2024 the county clerk's office listed four at-large Salem seats on the November ballot [33]. (The district's board page still says members are elected in the May primary; the 2024 seats were on the November ballot [25, 33].) Officers are Allison Ezzell (president), Becky Humphrey (vice president) and Rebecca White (secretary); the other members are Brent Minton, Ty Sweeney, Rodney Brough and Steve Motsinger [25]. The district's pages for members elected in 2024, such as Ty Sweeney, list terms of Jan. 1, 2025 to Dec. 31, 2029 [34].
  • Seats on the 2026 ballot: four seats are to be elected, according to the state's Who's on My Ballot lookup [35], and five candidates are running [6]. Brough is the only current member on the ballot, so at least three new members will join the board [6]. The district lists terms ending Dec. 31, 2026 for only three members, Rodney Brough, Steve Motsinger and Rebecca White [36, 37, 38]; this guide found no source explaining the fourth seat.
  • Ballot labels: Aaron (Spud) Schocke, Tom Fultz and Tyler Hubbard are listed as Republicans, and LaShawna Spurgeon and Rodney Brough as Nonpartisan [6].
  • Facilities and bond spending: in June and August 2026 the board approved payments from its 2021 and 2025 bonds. These covered roofing and lighting work, tennis court lights, a scoreboard, signs, prep and design work for a sports complex, and repayment for two buses bought in June 2026 [30, 39]. All passed 6-0. On June 8, 2026 the board also approved resolutions on a fourth lease amendment, its building corporation, construction bids and bond disclosures, after a public hearing at which no one spoke [30].
  • Staffing: at the June 8, 2026 meeting a member of the audience raised staffing concerns with the board [30]. On Aug. 10, 2026, board member Brent Minton called the number of transportation resignations 'concerning' [39]. The board renewed LifeSpring contracts for a school-based mental health therapist and an on-campus health clinic for 2026-27 [29].
  • Academics: in 2025-26 Salem Middle School added an ILEARN prep period twice a week and an incentive program to raise test scores, the principal said [40].
  • Safety: Salem received a $51,892 Secured School Safety Grant in 2025 [41]. On Aug. 10, 2026 the board accepted the donation of a school resource officer vehicle from the City of Salem [39].
  • Budget and taxes: on Aug. 10, 2026 the board approved advertising its budget timeline [39]. This guide found no reporting on how the 2025 property-tax law SEA 1 affects Salem's budget, and no Salem referendum.
  • Forums: this guide found no 2026 candidate forum, questionnaire or news coverage of this race.
