2026 General Election · Tuesday, November 3, 2026

Shelby Southwestern School Board

4 seats on the Southwestern Con Sch Shelby Co's board are on this year's ballot, with 4 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Southwestern Con Sch Shelby Co

  • The district: Southwestern Consolidated School District of Shelby County is a small K-12 district with its office at 3406 W. 600 S., Shelbyville [24]. It runs Southwestern Elementary, Southwestern Jr./Sr. High School and the Little Spartans Preschool [24]. The junior-senior high school is about 7 miles southwest of Shelbyville and had 280 students in 2023–24, according to federal data cited by Wikipedia [25]. Superintendent Dr. Jamison Wilkins reported a fall 2025 count-day enrollment of 599 students, not counting preschool [26]. In September 2026 he said the district expected record enrollment (at least since 2020), with about 20 more K-12 students than the year before [27]. On March 11, 2026 the board voted 7-0 for a new contract for Wilkins, with a condition that he gets no raise in a year when teachers get none [28].
  • The board: there are seven members [29, 30]. They are President Jon Deater, Vice President Blake Newkirk, Secretary Dustin Simpson, John Blue, Daryl Thomas, Derrek Tennell and Brad Stamper [29, 30]. Seats are tied to townships, plus an at-large seat [31, 6]. Three seats were on the 2024 ballot, and only one race was contested [32]. In 2024, Daryl Thomas defeated Travis Beck for a Hendricks Township seat, 950 votes to 915, and Jonathan Deater and John Blue were the two candidates in the Jackson Township race [31]. The 2026 ballot has three races: At Large, Hendricks Township and Washington Township [6].
  • Seats on the 2026 ballot: current members Brad Stamper (running at large) and Derrek Tennell (running in Washington Township) are on the ballot [29, 6]. Tennell was on the board by March 2022 [33]. Two members said they will not run again [34, 35]. Blake Newkirk said so at the Aug. 13, 2025 meeting [34], and Dustin Simpson said so at the June 10, 2026 meeting [35]. Doug Swift is the only candidate for the Hendricks Township seat [6]. This guide did not find 2022 results or a district source showing which seat each current member holds.
  • Seat count: the state's Who's on My Ballot lookup lists two seats to be elected in Washington Township [36], so four seats are on the ballot in all, matching the four members not elected in 2024 [32]. Tennell and Krise are the only Washington Township candidates [6], so that race is uncontested and both will be elected.
  • Budget, staffing and property taxes (2025–2026): at an Oct. 29, 2025 hearing on the tentative teacher contract, Wilkins said the deal lowered the starting teacher salary to $46,000 and that staff cuts might come the next year to help cover salary and benefit costs [37]. Newkirk asked residents unhappy about the reduced funding to contact their state legislators [37]. The teachers association president told the board on Nov. 12, 2025 that 'with the changes made by the state, this would be a fiscally challenging year' [38]. On May 13, 2026 the board voted 7-0 to cut four positions: a high school health/PE job, the elementary assistant principal, an elementary teaching job and an instructional assistant [39]. In June it ended one contract through a reduction in force [35].
  • Assessed value and the 2027 budget: in September 2026 Wilkins said the district's assessed value was about $389 million, down roughly $18 million to $19 million from the year before [27]. He attributed much of the drop to SEA 1 and changes affecting farmland [27]. No one commented at the budget hearing, and the board was expected to adopt the 2027 budget in October [27]. The 2026 budget was adopted 7-0 on Oct. 15, 2025 [26].
  • Facilities (2025–2026): the board paid for a roofing project in 2025 [34, 26]. On Nov. 12, 2025 it approved bids for an HVAC project paid for with GO bonds: $180,000 for general trades, $3,189,000 for HVAC and $314,900 for electrical [38]. The construction manager said the work would be done by the start of the August 2026 school year [38]. Bond project payments went on through summer 2026, including $1,307,328.65 to the HVAC contractor [40, 41].
  • Academics (2025–2026): in September 2025 the district set goals of 48% ILEARN proficiency in English and 45% in math [42]. Wilkins said current results were 46.3% and 42.7% [42]. On the redesigned 2026 ILEARN, 33.5% of Southwestern students in grades 3–8 were proficient in both English and math [43]. That was above the statewide rate of 31.5% and second among Shelby County districts [43]. Wilkins said Southwestern Elementary was one of three schools in the state with a 100% IREAD passing rate [44]. The high school received a $50,000 Project Lead The Way Biomedical Sciences startup grant [28].
  • Enrollment and school choice (2025–2026): the board approved moving 6th grade to the junior-senior high school starting in 2026–27 [34]. It approved an out-of-district enrollment policy for 2026–27 in March 2026 [28]. In May 2026 it created the Spartan Virtual Academy for grades 6–12, run through Edmentum [39, 45]. Eleven students had enrolled in the online academy by July 2026 [40].
  • Policies and planning: the board held community brainstorming nights in April 2025 [46] and approved a strategic plan 7-0 on Aug. 13, 2025 [34]. In May 2026 it approved a stricter high school cellphone rule tied to new state law: phones must be put away all day, including on buses [45]. On May 13, 2026 the board voted 7-0 to continue a partnership with Girls Inc. for its Healthy Sexuality Program and to approve the 'I Decide For Me' curriculum for the high school human sexuality unit [39].
  • County tournaments (June 2026): at the June 10, 2026 meeting, members of the public and board members objected to the cancellation of the Shelby County tournaments after Shelby Eastern schools withdrew [35]. Wilkins said the athletic directors from Morristown and Waldron had chosen to withdraw and that no formal rules prevented it [35].
  • Party labels: under a recent state law change, school board candidates now declare a party or a 'non-disclosed' status [47]. A Triton Central board president told a December 2025 county meeting that a declared party can decide who fills a seat that becomes vacant mid-term [47]. On the state list, Tennell is labeled Republican and the other three candidates Nonpartisan [6].
