South Dearborn School Board

3 seats on the South Dearborn Community Sch Corp's board are on this year's ballot, with 6 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About South Dearborn Community Sch Corp

  • South Dearborn Community School Corporation (SDCSC) is based in Aurora in Dearborn County; after the 2025 closure of Manchester Elementary it runs four schools, including Aurora and Dillsboro elementaries, South Dearborn Middle School and South Dearborn High School [24, 25, 26]. State enrollment counts fell from 2,345 students in 2018-19 to 1,849 in 2024-25 and 1,822 in 2025-26 [27].
  • Superintendent: Dr. Janet Platt has been interim superintendent since Sept. 8, 2026, when the board approved a 'mutually agreeable separation agreement' with Superintendent Dr. Ronald Ross; the district said it would search for a permanent superintendent [28]. Platt attended her first board meeting as interim superintendent Sept. 15 [29].
  • The board has seven members; the minutes of the Aug. 18, 2026 meeting list Scott Willoughby (president), Steve Hamlett, Kelli Gentrup-Pettit, Chris Daugherty, Daryl Cutter, Jeff Lane and Brandon Messmore as the board members present [30]. Seats are elected on a staggered cycle: four members were elected in 2020 and 2024 and three in 2022 [31, 32, 33]. In 2012, Eagle Country described District 1 as Caesar Creek, Clay, Hogan and Washington townships, District 2 as Manchester and Sparta townships (two members elected that year) and District 3 as Center Township [34]; this guide did not confirm the current map.
  • Seats on the 2026 ballot: District 1, District 3 and At Large, one seat each [6, 35]. These are the three seats filled in 2022 by Jeffery Allen Lane, Scott A. Willoughby and Amber L. Probst [32]. Lane (District 1) and Willoughby (District 3) are running again. Probst resigned in July 2025, and the board appointed Brandon Messmore to finish her term; he is running in the At Large race [36, 37, 6]. Every race is contested.
  • Party labels: 2026 is the first year Indiana school board candidates could list a party. Five of the six South Dearborn candidates filed as Republicans; Jeff Lane declared no party [6].
  • Building closures (2025): the board voted 6-1 on April 15, 2025 to close Manchester Elementary, which had 140 students in a building designed for 400; the district projected savings of about $1 million and promised all staff positions elsewhere [38]. Ross cited declining enrollment, 'the loss of revenue stemming from Senate Bill 1' and costly capital needs at the building [24]. Moores Hill Elementary closed in 2021 [38]. In September 2026 the board approved selling the Manchester building [28]. Ross said in October 2025 that there were no plans to close Dillsboro Elementary [39].
  • Strategic plan (2025-26): the board approved strategic-plan goals including staff recruitment and retention and 'a clear, consistent district vision, curriculum and graduate profile,' and the district held public input sessions on a 'Profile of a Graduate' in January 2026 [26].
  • Leadership and transparency (Aug.-Sept. 2026): about 200 people attended the Aug. 18, 2026 board meeting, and some speakers blamed falling enrollment on the superintendent and board members [40]. An online petition calling for 'accountability, transparency, and leadership change' had nearly 300 signatures by Aug. 20 [41]. On Sept. 8 the board approved a separation agreement with Ross [28].
  • Budget: apart from Ross's April 2025 reference to lost revenue from Senate Bill 1, this guide found no reporting on SDCSC's 2026 budget, any referendum plans or test-score and accountability results [24].
  • Forums: this guide found no 2026 candidate forum, questionnaire or campaign website for any South Dearborn candidate. Dearborn County Register coverage is for subscribers and could not be reviewed for this profile.
