Southeast Fountain School Board

3 seats on the Southeast Fountain School Corp's board are on this year's ballot, with 4 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Southeast Fountain School Corp

  • The district: Southeast Fountain School Corporation, based in Veedersburg, serves five townships in central, eastern and southern Fountain County. It runs Southeast Fountain Elementary School, Fountain Central Jr./Sr. High School and Southeast Fountain Virtual Academy [24, 25]. Superintendent Tania Grimes reported a count of 1,021 students in January 2026, up from an ADM count of 1,010 in February 2025 [26, 27]. Grimes's 2026–2028 contract is posted on the district site [28].
  • The board has five members, one from each township: Kim Sowers (Millcreek, president), Jill Duncan (Richland, vice president), Josh Foxworthy (Cain, secretary), Scott Minick (Van Buren) and Lori Grubbs (Jackson) [25]. The Millcreek, Richland and Van Buren seats were on the 2022 ballot, and Cain and Jackson in 2024 [29, 30].
  • Seats on the 2026 ballot: three seats, each electing one member, matching the state list [29, 6]. Millcreek: Sowers, elected unopposed in 2022 with 1,424 votes, is not on the ballot, and Josh A Paxton is unopposed [29, 6]. Richland: Crystal K. Brewer won in 2022 and left the board in December 2023 [29, 31]. The board interviewed Mark Parks and Jill Duncan for the vacancy on Jan. 8, 2024, and Duncan was serving by February 2024 [32, 33]. She is unopposed for her first election to the seat [6]. Van Buren: Minick, elected unopposed in 2022 with 1,346 votes, faces Noah Reissmann [29, 6].
  • Board changes: Tyler Bowling, elected in Jackson Township in 2024, resigned effective May 31, 2026 [30, 34]. The board discussed its vacant-seat procedure in June, and Lori Grubbs was welcomed as a new member in July 2026 [35, 36].
  • Budget and SEA 1: 'Senate Bill 1 update' was a board discussion item in February and April 2025 [27, 37]. The board approved the 2026 budget, capital projects plan, bus replacement plan and a 2025–2027 collective bargaining agreement on Oct. 9, 2025 [38]. In June 2026 it directed Financial Institutions Tax and Commercial Vehicle Excise Tax receipts to the operations fund and approved a $30-per-student education materials fee for 2026–27 [35].
  • Teacher pay: a district notice posted in July 2026 says state employment-relations board data show the minimum full-time teacher salary was $43,000 in 2025–26 and that 'the minimum teacher salary requirement was not met for the 2025-2026 fiscal year' [39].
  • Facilities: in 2024–2026 the district drew on a general obligation bond for a pool renovation and HVAC and flooring work at both buildings [40, 37]. The pool was reported operational in May 2026, with HVAC to be done by the start of 2026–27 [34]. The board approved a Fountain Central track renovation by Byrne & Jones Construction in March 2026, and a $98,850 change order for field-event upgrades in May [41, 34]. In March it also approved a $14,000 purchase of a Veedersburg lot for the building-trades student-built home [41].
  • Staffing and operations: in August 2025 the board eliminated the district maintenance director position, approved state-required increases in adult meal prices and opened remaining daycare spots to families outside the district. Grimes cited board policy delegating district operations to the superintendent [42, 43].
  • Safety and policies: in April 2026 the board approved agreements with the Fountain County Sheriff's Department for school resource officer services in 2026–27 [44]. In 2025–26 it adopted policies on suicide awareness, civility, whistleblower protections, artificial intelligence, electronic funds and foreign travel [45, 26, 41]. A revised public-records policy (Policy 209) was posted in July 2026 and discussed at the July meeting [46, 36].
  • Forums: this guide found no candidate forum, questionnaire or news coverage of the 2026 Southeast Fountain races. The only contested seat is Van Buren (Minick vs. Reissmann) [6].
