Southwest Parke School Board

3 seats on the Southwest Parke Com Sch Corp's board are on this year's ballot, with 5 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Southwest Parke Com Sch Corp

  • The district: Southwest Parke Community School Corporation, based in Montezuma in Parke County, operated Montezuma Elementary, Rosedale Elementary and Riverton Parke Junior-Senior High School through 2025–26 [24]. Beginning in 2026–27, all K–4 students attend Rosedale Elementary and grades 5–6 moved to Riverton Parke [25]. Superintendent Philip T. Harrison, Ph.D., reported enrollment of 880 including preschool in August 2026, down from 1,015 in August 2025: 253 at Rosedale and 627 in grades 5–12 at Riverton Parke [26].
  • The board has five members [26]. As of the September 2026 board packet they are Kevin Allen (president), Max Case (vice president), Daniel J. Harkrider (secretary), Nathan Adams and Tanner Edge [26]. The July 2026 packet listed Case as vice president and Harkrider as secretary, with Adams and Allen as members and no president [24]. The ballot names numbered districts tied to townships (District 2 Wabash, District 3 Florida) plus an at-large District 5 [6].
  • Seats on the 2026 ballot: three, one each for District 2 (Wabash), District 3 (Florida) and District 5 (At Large), each vote for one, matching the state list [6]. Nathan P. Adams, the only candidate for District 2, was elected to the board in 2022, according to state results, which do not name the district seat [27]. Board president Kevin Allen is running for the District 5 at-large seat against Lucas D. Collom [6, 26].
  • Florida Township (District 3) seat: the board announced a vacancy effective July 1, 2026, with the appointee to serve through Dec. 31, 2026 [28]. The board scheduled a July 23, 2026 special meeting to interview applicants, appoint a member and elect a board president [28, 24]. Tanner Edge first appears as a board member in the September 2026 packet; that he is the Florida appointee is an inference [26]. Edge is not on the ballot, so the District 3 race between Joshua T. Helton and Luke A. MacDonald will seat a new member [6].
  • Montezuma Elementary closure (2026): on Feb. 10, 2026, the board voted 5–0 to close Montezuma Elementary, citing budget shortfalls; WTWO reported the school had 226 students who would go to Rosedale Elementary (317 students), 18.5 miles away [29, 25]. Parents quoted by WTWO said the item was added to the meeting with little notice and that the board had not run numbers on closing Rosedale instead; the superintendent had not responded to WTWO's request for comment [29]. In his July 2026 report, Harrison said documents transferring Montezuma Elementary to Indiana Agriculture and Technology School (IATS) had been filed and recorded as of July 1, 2026 [24].
  • Charter school (2026): a group called United for Southwest Parke Schools worked with IATS on a charter school in Montezuma [30]. The University of Southern Indiana, a charter authorizer, held a public session in April 2026 on IATS's application for a K–6 charter school there; residents spoke in support and two Parke County superintendents raised concerns [31].
  • Budget and cash flow (2026): Harrison reported that the enrollment drop of 135 students means an estimated $877,875.53 less in revenue, at state support of $7,768.81 per pupil [26]. The Operations Fund ended May 2026 at about –$755,474 and August 2026 at about –$166,115 in cash [24, 26]. Harrison put the district on the interest list for the Indiana Bond Bank's Advance Funding Program (tax anticipation warrants), which he wrote could 'buy us some additional time to make more reductions as needed to fully align our expenses and revenue' [26]. Hearings on the 2027 budget, capital projects plan and bus replacement plan were held Sept. 9, 2026, with budget adoption set for Oct. 21, 2026 [26].
  • Referendum (2025): on May 6, 2025, voters rejected a proposal for up to $10 million in bonds or a lease over 22 years to build an auxiliary gym at Riverton Parke Junior-Senior High School, 762 to 392 [32].
  • Other 2026 items: the board took up a personal communication devices policy (5136R) on second reading in July 2026 [24], and in spring 2026 the district surveyed families on possible changes to the elementary school's name, colors and mascot [25].
