2026 General Election · Tuesday, November 3, 2026

Whitley County School Board

7 seats on the Whitley County Con Schools's board are on this year's ballot, with 7 names on them. Which seats appear on your ballot depends on where in the corporation you live.

What a school board does

A school board is the elected or appointed governing body of a public school corporation, the legal unit that runs a local school district [1, 2]. The board hires and evaluates the superintendent, adopts policies, and approves the annual budget, while the superintendent and staff run schools day to day [3]. Most boards have five or seven members serving staggered four-year terms [3]. Starting in 2026, candidates may list a political party, run as independents, or list no affiliation on the ballot, and there is no primary for these seats [2, 4].

Term
4 years, with elections staggered so part of the board is chosen every two years [3]
Elected
At the November general election (November 3, 2026, or November 2028 for some seats); depending on the local organization plan, members represent the whole school corporation (at large) or a district within it, and some boards are wholly or partly appointed [2]
Ballot label
Each candidate chooses a party label, 'Independent', or no affiliation, shown next to the name; no primary and no straight-ticket voting for these races [2, 4]
Pay
Set by board resolution: an annual amount of no more than 10% of the lowest starting teacher salary in the school corporation, plus a capped per diem [5]
On the 2026 ballot
632 races in 276 school corporations; 1,035 candidates, 197 races contested [6]
What the law puts in this job (12)
  • Hires, evaluates and can dismiss the superintendent, and approves the hiring and firing of principals, teachers and other staff recommended by the superintendent [1, 7, 3].
  • Adopts the annual budget, appropriates funds and oversees school finances [1, 3].
  • Decides whether to ask voters to approve an operating referendum (an extra property tax levy); the board adopts the resolution and the Department of Local Government Finance reviews the ballot language for compliance with state law [8].
  • Approves contracts, buys and sells property, and decides on construction, repair and demolition of school buildings [1].
  • Bargains with the teachers' union over salary, wages and wage-related benefits such as health insurance and retirement; state law excludes teacher evaluation procedures from those bargaining subjects [9].
  • Writes and updates policies and rules for schools, often in a policy handbook, including the student handbook [1, 3].
  • Buys curricular materials, provides them to students without charge, and runs programs such as student transportation and school lunch [1].
  • Must adopt a process for parents and residents to ask that library material be removed as obscene or harmful to minors, review requests at public meetings and keep a public catalog of library materials [10].
  • Hears written appeals of student expulsions, unless the board has voted not to hear them [11].
  • Must take official action openly; Indiana's Open Door Law says public agencies' official action is to be conducted openly so the people may be fully informed [12, 13].
  • A school board member must have lived in the school corporation (and, for a district seat, the district) for at least one year before the election, and a teacher or other employee of the school corporation may not serve on its board [2].
  • What the board does not control: the State Board of Education adopts statewide academic standards [14], the General Assembly sets the state school funding formula in the state budget [15], and voucher (Choice Scholarship) eligibility is set by state law [16].

The job in full — what the Indiana Code puts in it, what it pays, and what to ask a candidate.

About Whitley County Con Schools

  • Whitley County Consolidated Schools (WCCS) is based in Columbia City and runs schools including Columbia City High School, Indian Springs Middle School and Mary Raber Montessori [24, 25]. State enrollment counts were 3,690 students in 2023-24, 3,686 in 2024-25 and 3,620 in 2025-26 [26]. Dr. Trent Lehman, formerly superintendent of Southern Wells Community Schools, was hired in December 2025 to become superintendent on July 1, 2026, succeeding the retiring Dr. Laura McDermott [27, 28].
  • The board has nine members, each tied to a residence district: three from Columbia City and one each from Columbia, Etna Troy, Jefferson, Thorncreek, Union and Washington townships [29, 30]. Candidates must live in their district, but every voter in the corporation votes in each race; candidates qualify by filing a petition with 10 signatures [30]. Dave Smith is board president [27].
  • Seats on the 2026 ballot: the county lists four seats — two Columbia City seats and one each for Columbia Township and Thorncreek Township [31, 32]. The state and county lists show two Columbia City seats ('Columbia City (2)'), and the county's district schedule shows two Columbia City seats elected in 2026, so voters will pick two of the four Columbia City candidates [6, 32, 30]. For Thorncreek Township, the state's Who's on My Ballot lookup lists four seats to be elected [33]. Only two candidates, Angela Bauer and Brook Meinika, are running [6], so the race is uncontested: both will be elected, and two of the four seats have no candidate on the ballot. The county lists one Thorncreek Township seat and the board has one Thorncreek member [31, 29]; this guide found no source explaining the four-seat count.
  • Who holds the seats now: the Columbia City seats ending in 2026 are held by Katherine (Kate) Method, who is running again, and Heather Shively, who is not on the ballot; the Columbia Township seat is held by David E. Smith and the Thorncreek Township seat by Mary Ann Schaefer, neither of whom is on the ballot [29, 32]. At least four new members will join the board.
  • Party labels: 2026 is the first year Indiana school board candidates could list a party. The county and state lists show Bryan Smethers as Independent, Marc D. Daniel as Democratic, and the other five candidates as Republican [32, 6].
  • Superintendent change (Aug. 2025–July 2026): McDermott announced in August 2025 that she would retire June 30, 2026; the board hired the University Search Team and surveyed the public before approving Lehman on Dec. 22, 2025 [34, 27].
  • Test scores: on spring 2025 ILEARN, 40.2% of WCCS students were proficient in English and 37.5% in math, compared with 40.6% and 42.1% statewide [35].
  • Programs and facilities (2026): board agendas included an update on the Radio Road career and technical education (CTE) building and a presentation on Mary Raber Montessori, which had a waiting list for 2026-27 (March 2026) [25]. In April 2026 the board set caps on out-of-district enrollment for 2026-27 and took up a cell phone policy [36, 37].
  • Budget and operations (2026): agendas included a bus purchase (February), higher school lunch prices for 2026-27 (June), and naming a school representative to the Peabody Public Library board (February and August) [38, 39, 40]. The 2025 property-tax law SEA 1 changes how property taxes are collected and distributed, but this guide found no report on its effect on the WCCS budget or any WCCS referendum plan [41].
  • Forums: this guide found no 2026 candidate forum or questionnaire for these races. The only candidate statements found were two letters to the editor from Chris Miller [42, 43].
